The City of Rancho Palos Verdes Recreation and Parks Department is seeking a self-starting, creative, forward-thinking, team-oriented individual to fill the role of Recreation Specialist. The Recreation Specialist will oversee a variety of recreational activities and Recreation Leaders. This is a continuous recruitment that can close at any time. Part-time Recreation Specialists are typically scheduled to work approximately 20 - 28 hours per week and will not exceed 1,560 hours in a one-year period as defined by the City. The position works a variable schedule including days, evenings, weekends and holidays. When assigned to ABALONE COVE PARK, the Abalone Cove Specialist is responsible for performing administrative duties and patrols the park, reserve, and beach operations. The primary focus will be coordinating and managing facility operations including parking lot fees and finances, coordinating with LA Lifeguards on beach safety, Park Rangers on enforcement and public safety, and with MPA Collaborative partners for MPA conservation. This position will manage work groups in the Preserve on trail repairs, clean-up projects, and other maintenance duties, and will be responsible for scheduling staff.When assigned to OPEN SPACE MANAGEMENT (OSM), the OSM Specialist is responsible for performing administrative duties and patrols the park, reserves, and beach operations in the City of Rancho Palos Verdes. The primary focus will be coordinating and managing facility operations including shop room maintenance and upkeep, and supply procurement, and vehicle maintenance. The position will also be coordinating with Park Rangers on enforcement and public safety. This position will manage work groups in the Preserve on trail repairs, clean-up projects, and other maintenance duties, and will be responsible for scheduling staff.When assigned to the Point Vicente Interpretive Center (PVIC), the PVIC Specialist position is responsible for performing administrative duties and providing support in the operation of the Point Vicente Interpretive Center. The primary focus will be coordinating and managing facility reservations, this role serves as the liaison for current and prospective clients. Other key responsibilities include managing day to day operations, supply procurement and scheduling for the site. When assigned to the REACH PROGRAM, the REACH Specialist position is responsible for planning, modifying and implementing recreational activities for adults, teens and youth participants with developmental disabilities. Activities include, but are not limited to, arts and crafts, music, sports, games, dances, and field trips to help improve the participants social and functional skills. Program goals include, but are not limited to, helping participants overcome social, emotional, and environmental challenges through recreational activities so they can develop and maintain a fulfilling lifestyle.Programs and activities and use of facilities are limited due to the COVID-19 pandemic. Current Recreation Specialist responsibilities include performing park and restroom inspections and minor maintenance tasks, interacting with the public in parks, trails and/or facilities, informing the public of Recreation and Parks Department rules and policies, and maintaining clean and orderly work areas.The Recreation Specialist assists in planning, implementing, and overseeing recreation activities in connection with recreation services programs; performs a variety of technical support, clerical, and lead worker functions related to assigned recreation facility and program operations Recreation Specialists coordinate and direct the work of part-time staff and volunteers; monitor the day-to-day operation of specific programs and facilities; perform administrative duties related to assignment; and performs related work as required. The Recreation Specialist responsibilities include inspecting, opening and closing, and attending to assigned areas and performing a wide variety of tasks in the facilitation of recreation programs and activities. Ability to learn recreation management systems including Activenet, CivicPlus, Tyler Munis.DEFINITION AND CLASS CHARACTERISTICSThis class in the Recreation Services series has lead, program coordination, administrative, and/or day-to-day operational responsibilities. Incumbents are responsible for overseeing, coordinating, and participating in recreation programs to ensure that City facilities, programs, activities, and services are safe and effective and provide the highest level of customer satisfaction for public use. Responsibilities include planning, scheduling, and directing the program operations, activities, and services in a timely manner, and performing a wide variety of tasks in the operations and activities of a recreation program and/or facility.

Not all essential job functions pertain to each City location.Plans, organizes, implements, leads, and assists in one or more recreation, community event and volunteer programs, activities, and/or systems at one or multiple sites. Plans, develops, and provides recreation program work; researches excursion sites; communicates status of activities and services to appropriate personnel. Assists in ordering supplies and materials for projects and activities; reserves needed buildings and equipment. Oversees volunteer program. Performs as Curator and head of education and exhibit programs. Assists in the recruitment and selection of staff and volunteers; provides training, orientation, and guidance to assigned staff; provides input to performance evaluations. Monitors facility use; conducts safety checks, opens, collect fees (if applicable), staffs, closes, and secures buildings for events and assists in the supervision and preparation of the facility and amenities for patron use. Coordinates public outreach processes including the banner program, monthly newsletter and department webpage. Trains staff and volunteers in work methods and relevant safety precautions. Acts as a City representative, in person and over the phone, to patrons and the general public concerning questions, problems, concerns, and activities in the provision of recreation program operations, activities, and services. Documents all incidents involving injury, behavioral problems, and/or any unusual events; communicates as appropriate to supervisor, parents, and others. Updates and implements policies and procedures, including standard operating procedures for assigned programs and facilities. Participates in ensuring compliance with relevant permitting and licensing laws and guidelines; maintains and updates all records required by Federal, State, and local regulatory agencies; interprets and applies policies, procedures, laws, codes, and regulations; assists in education about the enforcement of rules and regulations; ensures adherence to rules and ordinances. Ensures the safety of the public and staff at all times by inspecting, patrolling, monitoring, and instructing on the safe use of program facilities, equipment, and supplies; maintains a safe, clean, and tidy environment; reports unsafe conditions or illegal activities. Assists and participates in recreation services special events, including setting up and taking down equipment and materials and facilitating activities. Develops and prepares brochures, flyers, newsletters, and other materials; maintains informational kiosk. Participates in Public Service Announcements. Administers basic first aid and adult and/or child cardiopulmonary resuscitation (CPR) as necessary. Performs other duties as assigned.

MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCEAny combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to the completion of the twelfth (12th) grade and three (3) years of experience related to the program to which assigned.LICENSES AND CERTIFICATESPossession of, or ability to obtain, a valid California Driver's License by time of appointment. Must obtain American Red Cross First Aid Certificate and CPR Certificate for infant, child, and adult within 30 days of employment.
